Behind the emblem:
The innermost symbols refer to the Hmong symbols for seeds and snails. Surrounding them are lotus petals. Forming a diamond are flames inspired by Lao and Khmer Buddhist art. Clouds inspired by Vietnamese designs sit the outermost layer.
